These are some solutions from another user including a clean installation method, service activation method (I think my solution 1 works best for this), and editing a couple system files. You don't have to pay anything to start an account: I recommend you create an account on Xbox's actual website. I've never had to actually download anything in relation to GFWL. Maybe it's a a Windows 8 thing, I use W7 64bit. I'm seeing stuff about downloading GFWL which I don't understand. People create accounts for various things all the time, it's not that big a pain in the ♥♥♥ to just create the account which will work with all games using GFWL.

All you have to do is create an account, then log in when prompted. It's basically like having an Xbox LIVE silver account which is free. I'm not sure why I'm seeing so many threads complaining about Games for Windows LIVE. Edit: I changed the title and content of this to try and help people having these issues.
